Jim Fraley is an experience professional with decades of leading transformations in public and private sectors.   

Currently working at BOK Financial as a Vice President in Application Management, Fraley leads the Payment Transformation Program and Quality Engineering Initiatives. He brings firsthand experience in technology and operations leadership with an excellent track record for delivery of mission critical projects. 

Jim worked as a Director for the Grand River Dam Authority where he was responsible for the transformation of the Law Enforcement, Homeland Security and IT departments.  Working with executive management and the Board of Directors, Jim was able to secure funding through multiple bond offers to rebuild the outdated infrastructure and fund initiatives to buy equipment, supplies and train the law enforcement officers.  Jim was able to create a Dive Team, send officers for certifications in Gun Range instruction and Defensive Tactics instruction.  Jim developed strategies and executed complicated implementation which were published in industry magazines.  He was also a featured speaker at the Alcatel-Lucent World conference on the subject of advanced technological equipment and networks in the utility sector. 
  
Jim was born in Paris, France as the son of a career Army Veteran. He obtained his degrees in Computer Science and Criminal Justice. 
  
Jim lives on acreage outside of Vinita, Oklahoma and spends time outside of work with his children while working around his ranch.  He is an avid outdoorsman enjoying hiking, bowhunting, scuba diving and skiing.
